The basic idea is to export the network picture in some vector graphics format (EPS or SVG, from EPS it can be converted to PDF) and then combine this picture with the map. There are at least three ways how to do this: 1. Using some vector graphics program (Adobe Illustrator or Corel Draw) to put network (EPS) over the map. You can enhance the picture with additional elements. 2. If you want to put the picture on the WWW you may consider export to SVG. Then see 3. You can combine the map with network (PDF) also in PdfLatex. In all cases you have to ensure the compatibility between the map and the network picture by selecting the right size of the Pajek draw window.
